Aidpage Open Letter: Desperate Help needed

I'm not one to ask for help from the government, but in my current situation, i have no family that can help, and have no friends. I have searched for assistance through programs and other areas and have found that there is no program or assistance for people like me. we are the people who are just above the right income for assistance and to far below it to save for times like this. I am unemployed and have been searching for work. Despite the drastic cut in pay, i was offered a job doing construction work for $9/hr. Here is the problem, the person/company that offered said i have to find a way to work, no buses will go there and i don't have any money to take a bus if it did. I have a 1997 Ford Taurus that i own, but it is broke down and there again i have no money to fix it. Is there a way you can help people like me who want to help themselves? I'm not asking for Handouts, i'm asking for grace. I just need assistance getting my car back on the road, i'll take it from there. I don't mind working for less money than i'm used too for a short time, it will be enough to feed us, and pay our rent until i find work in my field. I am a registered voter in PA, I do pay my taxes. I have worked all my life and the one time i need help i can't find it. I have to pay for people i have seen with my own eyes cheat the sytem, I have to pay for people who are fully capable of working but choose not too because they get "free" money from our government--money i worked my butt off for. All i'm asking is help me get back on my feet, i'm desperate. I have nothing left to sell, and no one to turn to. For all that i have paid in, i ask only for a fraction to get me back to work, and i'm not asking to keep it, you could always hold it out in taxes. If i had to pass a law myself it would be simple, and look like this:

An act to allow for assistance of American workers. This act will assist US Citizens in getting to/back to work in the event of a passing life difficulty. (lossed job/ broken down car/etc)

The act allows for a voucher to be used at any establishment participating.

the voucher is defined as a payment to the establishment for services/ products rendered.

The voucher will cover parts/labor of qualified vehicles.

The voucher will cover Auto Insurance for a specific period

The voucher will cover gas expenses for a specific period (until first check or following pay check is given from employment)

The voucher is for assistance and will be deducted from income tax returns at the end of tax year (no interest, this wil just hurt them more). or in the event one owes more in taxes it will serve as a deduction. the deduction will be calculated at 50% of the original assistance voucher.

The voucher can be obtained online via the online application, requiring the use of I-9 forms and a SS#. or through the state office for public assistance.

The voucher can be used for gas/public transportation/ repairing an automobile/purchasing a used certified automobile. The voucher is good for repairs up to the value of the car as defined by Kelly Blue Book. The Voucher is good for the purchase of an automobile for not more than $2000 (or as defined as good running condition and road worthy)

I know about the Ways to Work program, but again i do not qualify.
